In addition, the Organisation coordinates activities relating to the information emanating from various sources, namely, the Registrar General of India, National Sample Survey Organisation and other concerned organisations. The statistics collected and disseminated by NBO is not only used in policy formulations but is also used by the various research organizations in the field of housing.<br /><br /> </p> <p><b>NBO collects data on housing statistics in respect of:</b></p> <ul> <li>Current housing and construction activity in the urban areas including both public and private sectors. </li> <li>Building Permits and Building Completion certificates from cities/towns having one lakh or above one lakh population.</li> <li>Prices of building materials and wages of building labour.</li> <li> NBO also collects data on Building Construction Cost Index.</li> </ul> <p> NBO collects data on the prices of building materials and wages of building labour on quarterly basis, in the form of Annexure-I &amp; II (copies enclosed) from almost all the State capitals and several other important cities in the country. In this regard, prices of all important building materials such as bricks, sand, steel, stone, asbestos cement sheets, paints and varnishes, sanitary ware etc. are covered. With regard to wages of building labour, masons, carpenters, unskilled workers are also covered. Proformae have been prescribed for this purpose. These returns are required to be furnished quarterly by the field units of the PWD/DES/BDOs. </p> <p>NBO also collects data on Building Cost Index. These data are collected from selected centres, which are mostly the District headquarters in the States and UT s. These data relate to the Low Income Group Houses constructed by either the State Housing Board or the concerned Development Authorities. The state Governments have been recently advised to shift the base year from 1993-94 to 1999-00 for the calculation of Building Cost Index. The methodology to change the vase year has also been provided to them. The data are being collected and compiled on quarterly basis.</p> <p><b>National Buildings Organisation</b> also conducts training courses for the personnel engaged in the collection of housing and building statistics in different States in consultation with the State Bureaus of the respective State Governments. This is intended to streamline and strengthen the system of collection of housing and building statistics at micro level. These programmes are conducted in collaboration with the State Directorate of Economics and Statistics. NBO plans to organize six training programmes during the 2007-08 year </p> <p>In order to revamp the existing buildings and construction data collection system in the country the Government has appointed the Technical advisory Committee (TAC) under the Chairmanship of Addl. Director General, Central Statistical Organisation. The below mentioned recommendations of the TAC are accepted by the Government and NBO is taking all efforts to implement the recommendations.</p> <p>&nbsp;</p> <p>&nbsp;<strong><u>SUMMARY OF RECOMMENDATIONS OF TECHNICAL ADVISORY COMMITTEE (TAC) ON CONSTRUCTION STATISTICS </u></strong> &nbsp;</p> <ul> <li>NBO should continue to collect the data on building permits and completion certificates from the municipalities/towns having population of 100,000 and above as is being collected at present.</li> <li>NBO should also continue the existing practice of data collection on prices of building materials, wages of labour etc. from all State Capitals and other important cities in the country from the field units of PWD/BDO/DES.</li> <li>NBO should use only one form (short schedule) in place of two schedules being used at present for collection of data on housing and building construction statistics both from public and private sector. </li> <li>In the new form, the information might be collected in respect of all the projects, whether new or continuing from the previous year(s).</li> <li>NBO would be responsible for data collection, tabulation and dissemination of housing and building construction statistics on the construction undertaken by the Central PSUs. </li> <li>In so far as the Central Construction Agencies i.e. CPWD, MES, Railways, P & T etc are concerned, the responsibility of data collection, monitoring, coordination with their field units and data entry would lie with the concerned agencies while the responsibility of data tabulation and dissemination would lie with NBO. The Central Construction Agencies would provide the data entered in the electronic format to NBO alongwith the inventory of the schedules for which data relates to.</li> <li> In so far as the State Construction Agencies/State PSUs were concerned, the responsibility of data collection, monitoring, coordination, tabulation and dissemination would lie with the State DES.</li> <li>All the State DES would provide the consolidated data for their respective State to NBO in the electronic format, as prescribed by NBO, so that NBO could consolidate the data received from Central Agencies/Central PSUs and State Govts. and provide the All India Estimates on regular basis.</li> <li> In public sector, the schedule would be convassed in all the cases where the total cost of all the projects undertaken (new or continuing) in a year was more than Rs. 25.00 lakh by a field unit of the various construction agencies.</li> <li>The Central PSUs will send their returns in respect of all the projects totaling Rs. 25.00 lakh and above in a year directly to NBO.</li> <li>If no building construction work is done/undertaken during the year by any of the field units, a nil information is to be submitted.</li> <li> In Private Sector, it is proposed to collect data only in respect of the New Construction only.</li> <li>In private sector, the data will be collected in all the Class I and II towns (937 towns as per Census of India, 2001) on census basis.</li> <li>In so far as the Class III to Class VI towns are concerned, it was decided that a 10% of the towns may be covered on sample basis. NBO will be responsible to provide the list of sample towns in which the schedule is to be canvassed to the State DES every year by the end of April every year.</li> <li>Registrar General of India (RGI) will provide the list of all the towns in each state classified by category and indicating the population size of the town to NBO so that NBO is able to draw a sample size of 10% from each class of town in each state for the purpose of data collection by the State DES.</li> <li>NBO will adopt the SRSWOR methodology for the sample selection after arranging the towns in the descending order of their population in each class and for each State .</li> <li>NBO should prepare and submit a plan scheme for the year 2006-07 with sufficient funds provision to enable itself to monitor the entire exercise of data collection, tabulation, dissemination etc. in respect of the building construction statistics. The plan Scheme should include the components of providing one time infrastructure in terms of a PC, Printer and UPS to all the States/UTs exclusively for housing and building construction statistics.</li> <li>The scheme should also include the components of outsourcing of data tabulation, both for pending filled in schedules and for future schedules, online transmission of data, updating of hardware and software, preparation and installation of customized software both at central and state level, training, and housing statistics conferences both at national and international level.</li> <li>The Scheme should also include the components of publicity, both through print and electronic media.</li> <li>The advertisements detailing the importance of the statistics and appeal to cooperate with the Govt.
